ZIMRA slapped for new kombi taxi and truck taxes as Zimbabweans fume

Zimbabwe Revenue Authority imposed fresh presumptive taxes on transport operators through Public Notice No. 51 of 2025, published September 5. Kombis transporting 8 to 14 passengers face monthly charges of US$50, while larger buses carrying 37 passengers pay US$100. Taxi drivers must remit US$35 monthly, and driving schools owe between US$50 and US$100 per vehicle. Heavy trucks exceeding 10 tonnes attract US$200 fees, rising to US$500 for vehicles above 20 tonnes.

Zimbabwe National Road Administration will collect these levies on behalf of ZIMRA. Operators cannot renew licenses without demonstrating payment compliance or obtaining tax clearance certificates. Transport associations condemned the measures as extortion, warning that passengers will bear the burden through increased fares. One Bulawayo taxi operator complained about existing financial pressures from licensing fees, fuel levies, insurance premiums, and road tolls. Economists view these charges as evidence of the government's desperation to generate revenue from the informal transport sector.
