A payroll mystery sparked chatter in Harare, but the city says there is no hidden system running behind the scenes. Harare City Council rejected claims of a secret payroll, calling the accusations misleading and harmful to public trust.
Acting town clerk Warren Chiwawa said the council uses one payroll through the Belina system, covering senior leadership and lower employment grades. He explained that staff categories run from Grade 1 through Grade 16 under the same structure.
The council added that salary decisions follow established negotiation channels at the council and National Employment Council levels. Officials said residents should disregard claims to the contrary.
