AG Dorcas Oduor Clings to Public Seal Power

Attorney General Dorcas Oduor cleared up confusion about the Public Seal Thursday. She told reporters the important government stamp stays under her control. Leaders had wrongly suggested someone else took charge of the seal recently. Oduor stressed that legal rules require her office to keep the seal safe. Government teams work together but the seal remains where laws say it belongs.

Government spokesman Isaac Mwaura caused the mix-up with conflicting statements. He first claimed Head of Public Service Felix Koskei held the seal custody. Days later Mwaura changed his story and said Oduor kept the seal after all. The spokesman blamed confusion on a failed parliamentary bill from 2023. Lawmakers rejected the proposed law that would have moved seal control to another office.

Former Attorney General Justin Muturi had warned against transferring the seal earlier. He said moving custody away from legal oversight creates accountability problems. Muturi worried officials might avoid proper legal review of important documents. The seal makes all government papers legally binding when stamped properly. Constitutional rules clearly place seal responsibility with the Attorney General office.
