Assembly Approves Broadcasting Bill for Radio Licensing

The Broadcasting Services Amendment Bill cleared the National Assembly yesterday after lawmakers completed their final debate. Members passed the proposed legislation after careful review and discussion of its various provisions. The bill includes a notable requirement under Clause 15 that prevents citizens from buying motor insurance or vehicle license discs unless they hold current ZBC radio licenses. Lawmakers fully backed this provision during the voting process.

One representative expressed strong support for regulating both entities, noting that many Zimbabweans listen to ZBC broadcasts. Information Minister Dr. Jenfan Muswere explained that the partnership between ZBC and Zinara follows constitutional guidelines. He clarified the difference between radio licenses and radio receivers, stating that receivers can pick up broadcast signals. Justice Minister Ziyambi emphasized how the current administration has focused on meeting constitutional requirements and following good governance practices.

The legislation moves next to the Parliamentary Legal Committee for refinement before heading to the Senate for additional debate. Its main purpose is to align the Broadcasting Services Act with both the Constitution and Public Entities Corporate Governance Act. Mutoko West representative Knowledge Kaitano suggested the law should require ZBC and Zinara to create a formal agreement listing responsibilities for both organizations. He stressed the need for clear obligations to ensure fair treatment between parties.

Kadoma representative Gift Mambipiri raised concerns about high fees discouraging public compliance. He pointed out the current rate of US$30 might prevent many people from purchasing licenses. Mambipiri recommended lowering these costs to increase the number of citizens who follow the rules. The debate demonstrated widespread interest in making the system work effectively for government agencies and citizens alike.
