The original law from May 25 let bosses punish workers after just two warning notices within 14 days. Employees argued this system gave them almost no chance to defend themselves against accusations. Two of the four listed offenses were written vaguely and could be applied to almost any situation. Workers especially hated rules about insubordination and acts that might encourage others to skip work. These broad definitions scared employees who worried about losing their jobs unfairly.
The new version removes those two problematic offenses completely. Authorities must create a three-person investigation team within three days of any complaint. Each committee needs at least one woman member and must work fairly. Teams have 14 working days to finish their reports or face their disciplinary action. Workers can appeal any punishment to the president within 30 working days if they disagree with the decision.
