Postmaster General Marsha Price explained that the Universal Postal Union Delivered Duty Paid Global Solution helps local businesses navigate Executive Order 14324 through handling customs fees before shipping. The shutdown occurred when Washington killed the duty-free de minimis threshold, which forced taxes onto every incoming parcel regardless of cost.
