Businessman builds on disputed Okahandja property without consent

Municipal authorities in Okahandja have confirmed that Susanna Morkel remains the sole documented owner of Erf 167 in Oshetu 3 informal settlement, despite businessman Shako Mutilifa allegedly erecting fencing and preparing building materials on the land. Chief executive Alphons Tjitombo stated that council records show no transfer of the plot, which was assigned to Morkel in 2010 after she made payments totaling roughly 5,100 Namibian dollars.

Community activist Johannes Gaseb raised concerns after Morkel discovered construction activity upon returning from medical treatment in Windhoek, finding her property had been occupied without authorization following her late partner's death. Mutilifa claimed to have purchased the site but declined to identify the seller or provide additional details, referring inquiries to legal representatives.

Gaseb pressed authorities to investigate how such transactions occur while original ownership documentation persists, warning that the dispute threatens confidence in land administration systems throughout informal residential areas.
