Chikwanha triggers IECMS chaos as Beitbridge courts dump paper filings

Zimbabwe's Judicial Service Commission will digitize 16 courts across Matabeleland South and Masvingo provinces as part of the fourth phase of the rollout of the Integrated Electronic Case Management System. Courts in Mashonaland Central and Matabeleland North provinces began operating on the digital platform earlier this month. The Beitbridge provincial magistrate and regional courts will launch the system on October 1.

JSC Secretary Walter Chikwanha announced that technicians have deployed hardware installation teams ahead of the launch. The system enables electronic case filing, remote progress tracking, and digital communication between courts and users. Training sessions for court officials and stakeholders will begin next month in Beitbridge.

The commission plans to establish help desks at participating courts and traditional leaders' residences to assist users without internet access or electronic devices. Two internet service providers will support the system to prevent technical failures. Chikwanha emphasized that the platform will enhance judicial efficiency and transparency while reducing delays.
