Kabale High Court has ordered Rubanda district authorities to pay 10 million shillings in damages to Vivian Kwesiga, a former sub-county chief who was kept on interdiction beyond the legal timeframe. Justice Samuel Emokor determined that officials violated public service regulations by maintaining the suspension for three years after corruption allegations emerged involving missing funds for fuel payments, road repairs, and a multipurpose hall construction project. The court also mandated full payment of salary arrears accumulated during the extended suspension period.
Kwesiga's legal team argued that standing orders require investigations to conclude within three months for internal matters and six months when law enforcement involvement occurs. The plaintiff had sought 500 million shillings, citing psychological harm from public exposure of the interdiction, though the court awarded a significantly reduced sum along with legal costs.
