Its investigation concluded that the officers breached a directive prohibiting them from visiting high-risk premises like nightclubs, which could damage the department's reputation. The commission also discovered that some personnel were at the venue during their assigned working hours.
The report further identified weaknesses in the department's own internal disciplinary procedures following the incident. It has referred the officers involved to the Public Service Department and Immigration Department for disciplinary action.
