Epra boss Kiptoo dares counties, Mombasa go green

The Energy and Petroleum Regulatory Authority has urged county governments to assume leadership roles in regional energy planning initiatives. Officials believe devolved governance systems provide pathways toward cleaner power solutions across Kenya. New regulations published through Legal Notice No. 83 of 2025 establish frameworks that coordinate national and local energy strategies. Director General Daniel Kiptoo addressed stakeholders during sensitization sessions in Mombasa County.

Counties must establish Energy Planning Committees and develop decade-long blueprints for their territories. These County Energy Plans will identify priority initiatives such as electrifying schools and health facilities while promoting renewable sources. Local strategies will contribute to the Integrated National Energy Plan, designed to eliminate project duplication and resource misallocation. The regulatory framework connects with Vision 2030 objectives and Paris Agreement commitments for universal access by 2030.
