Ghana plans GH¢100 charge for domestic air travel

Ghana's parliament is considering a proposal to add a GH¢100 Airport Infrastructure Development Charge for domestic passengers to fund construction projects across multiple airports nationwide. Finance Minister Cassiel Ato Forson presented the levy as part of budget measures aimed at upgrading facilities, including a new Kumasi domestic terminal, a concourse connecting Terminal 2 and Terminal 3 at Kotoka International Airport, and Sunyani Airport expansion. The temporary charge includes a sunset provision for removal after project completion.

Auditor-General findings reveal that regional airports operate unsustainably under current GH¢5 passenger fees, forcing Kotoka International Airport to subsidize all other facilities through international traffic revenue. Aviation expert Sean Mendis and former Ghana Airports Company Limited officials have advocated raising domestic charges from West Africa's lowest rates to prevent system collapse. Industry stakeholders support the infrastructure investment but demand transparent reporting to ensure the timely removal of additional passenger costs.
