Ghana Shippers Authority flexes new regulatory powers, cracks down on tariff hikes

Ghana Shippers Authority intensified implementation of its 2024 regulatory legislation after Parliament transformed the organization from an advocacy group into a full regulator. The authority requires shipping companies, clearing agents, freight forwarders and terminal operators to seek approval before implementing new tariffs and fees. Officials have already blocked certain price increases they determined lacked commercial justification.

Industry stakeholders met with Bank of Ghana representatives on July 15 to address complaints about arbitrary foreign exchange rate applications by shipping lines. The central bank plans to issue formal guidance on the matter. Ghana Shippers Authority collaborates with air, land and sea transport regulators to develop a Legislative Instrument that will strengthen enforcement mechanisms for the new law.

The regulatory body defended its approach against criticism that oversight might disrupt trade operations. Authority officials emphasized their commitment to transparent processes involving stakeholder consultations and collaborative discussions. Ghana aims to establish itself as the region's most efficient shipping hub through these regulatory reforms.
