Government caps foreign trips for councillors and officials, introduces new allowances and benefit measures

The Government established new restrictions limiting councillor and official international travel to three annual trips. Minister Daniel Garwe announced these measures through a circular dated July 17, 2025, addressing all local authorities. Cabinet authority becomes mandatory before any foreign departure, with applications submitted fourteen days prior. The circular requires written justification and cost details for each proposed journey.

Local authorities must conduct workshops and training sessions within their designated boundaries. Urban councils operate within their designated jurisdictions, while rural district councils are confined to their respective administrative districts. Exceptions require written approval from the Permanent Secretary before scheduling events outside these limits.

Monthly allowances are standardization with mayors earning $265 and ordinary councillors receiving $221. Implementation begins at a 20% level in January 2026. The ministry eliminated exit packages for departing councillors while authorizing motorbike loans of up to a maximum of $2000. These regulations take effect immediately across all local authorities in Zimbabwe.
