Government to limit renewals of temporary contracts for three months

Zimbabwe authorities have committed to establishing limits on temporary employment contract renewals within three months, following a legal challenge that accused officials of neglecting worker protections. The Public Service, Labor and Social Welfare Ministry agreed to a consent order after Harare attorney Caleb Mucheche filed a High Court application arguing that regulatory inaction violated constitutional provisions.

The October 31 agreement requires the labor minister to define maximum renewal periods for fixed-term, casual and seasonal contracts before they must convert to permanent positions. Labor legislation amended in 2015 mandated such regulations, but implementation had stalled, leaving employees vulnerable to repeated short-term arrangements without job security.

The consent order awaits judicial confirmation but represents a binding commitment from Ministry Chief Legal Officer Fredson Mabhena. Mucheche characterized the development as addressing systematic exploitation resulting from the government's failure to fulfill statutory obligations under constitutional rights to fair labor standards.
