The Government of Guyana has finalized a five-year production sharing agreement for offshore Block S4 with a consortium of TotalEnergies, QatarEnergy, and Petronas. This agreement, the first result of the country's 2022 licensing round, involves a 15 million dollar signing bonus. TotalEnergies will operate the shallow-water block with a 40 percent stake, while QatarEnergy holds 35 percent and Petronas holds 25 percent.
Minister of Natural Resources Vickram Bharrat stated that the partnership reflects international confidence in Guyana's regulatory framework. He emphasized that resource development must be sustainable and mutually beneficial. The ministry confirmed that all exploration would follow strict environmental and transparency standards.
This agreement marks a strategic step in diversifying Guyana's energy sector beyond its existing ExxonMobil-led operations. Officials anticipate signing further agreements for other blocks awarded in the same licensing round later this year.
