How did Chimombe and Mpofu get caught?

The court case for Mike Chimombe and Moses Mpofu has been going on for a while. But how did it start? Who was the whistleblower? Did the Ministry of Lands eventually realize that no goats were arriving and raise the alarm? Or did someone from a rival company who lost the tender report them?

It's not like Mike Chimombe and Moses Mpofu were going to turn themselves in. Someone had to have the courage to speak up and start the investigation. I think that person is the real hero here. Does anyone know the origin story of this case? I feel like that part of the story is missing from the reports I’ve seen.

It wasn't some dramatic whistleblower moment like in the movies. It was much simpler. Mike Chimombe and Moses Mpofu just got too greedy and lazy. They failed to deliver. When you take $7.7 million to deliver over 600,000 goats, people eventually expect to see some goats. The Ministry of Lands and Agriculture, after paying them all that money, started asking where the deliveries were.

According to the court reports, Mike Chimombe and Moses Mpofu then lied, claiming they had mobilized 32,500 goats. This was their big mistake. The Ministry sent a team to actually verify this claim and found only 3,713 goats. At that point, the gig was up.
