A new report from Human Rights Watch alleges that Israeli military operations in the northern West Bank constitute war crimes and crimes against humanity. The organization states that these actions resulted in the forced displacement of approximately 32,000 Palestinians from the Jenin, Tulkarm, and Nur Shams refugee camps. It found that Israeli forces used heavy weaponry and abrupt evacuation orders to empty the camps, effectively removing the entire Palestinian population from these areas and denying their right to return.
The Israeli military defended its operations as necessary security measures against terrorists who exploit the camp terrain. Its response, however, did not clarify why total population displacement was required or whether it provided for the civilians' humanitarian needs as international law mandates. Human Rights Watch concluded that the forcible transfer failed to meet legal requirements for civilian protection.
