Karamoja Tribunal Drowning in Case Backlog

Uganda Human Rights Commission started clearing old cases from Karamoja region. Officials want fewer cases stuck waiting for hearings. Many complaints involve deaths, torture, and unlawful arrests. The commission dismissed cases that lacked solid proof.

Paul Apur from Kaabong district lost his case against soldiers. He claimed army troops shot him as a child. Apur showed his scars but had no medical records or witnesses. The tribunal threw out his complaint Monday.

Commission head Mariam Fauzat Wangadya reviewed 20 cases recently. Eight complaints failed because people could not prove their claims. Money problems stop the commission from holding more hearings. Officials cannot pay witnesses or travel to remote areas.

Most violations happened during gun collection operations. Security forces used harsh methods to take weapons from civilians. Some complainants died before tribunals heard their cases. The Moroto office handles 445 complaints total.

Paul Piramoe runs the regional office there. He said 166 cases need more investigation. Another 279 cases await legal review. Military detention centers make evidence collection difficult. Torture victims often treat themselves rather than visit doctors.
