Karoi Council Paid for Harnesses But Received Only Paper

Karoi Town Council paid for safety equipment but received office paper instead. Parliament discovered the local government ordered 84 safety harnesses and a ladder for $1,100 in November 2018. The supplier failed to deliver the safety gear and sent 48 packages of bond paper five months later. Officials said they lacked the ability to provide the original items.

The Parliamentary Portfolio Committee on Public Accounts found no paperwork explaining the switch. The bond paper cost much less than the safety equipment price. Committee members believe someone stole the money and used the paper delivery as a cover-up. They want anti-corruption investigators to examine the case before June 2025.

A lawmaker called the incident theft rather than a simple mistake. The same report showed Solution Motors took payment for a garbage truck but never delivered it. The company has repeatedly failed to provide vehicles after receiving government money. Parliament wants to ban Solution Motors from all future government contracts.

Karoi council also runs a beer hall without proper money controls. The business operates on cash only with no cash registers or bank deposits. Workers keep no records of daily sales or income.
