Windhoek authorities issued fines to two additional Katuura residents after surveillance footage showed waste being dumped outside municipal offices in protest of inadequate sewage services. Evian Pieters received seven citations totaling 6,750 Namibian dollars, but denies participating in the demonstration that occurred one week earlier.
Pieters maintains he merely observed the action and plans to contest the penalties in court on November 18. Community organizer Shaun Gariseb confirmed only eight activists dumped refuse while others stood nearby as spectators.
City police representative Marcelline Murapo said residents can dispute their involvement before a magistrate at the scheduled hearing. The second penalized individual remains unidentified.
