Kenya to Museveni - use Mombasa, forget war

Kenyan authorities have reaffirmed their commitment to facilitating Ugandan access to the Indian Ocean through Mombasa port following recent bellicose statements from President Yoweri Museveni regarding maritime territory. Foreign Affairs Cabinet Secretary Musalia Mudavadi emphasized that enabling landlocked nations to utilize coastal facilities serves Kenya's strategic commercial interests while fulfilling international obligations under conventions governing transit rights. The government dismissed concerns about Museveni's warnings of potential armed conflict over ocean access, with officials noting that established legal frameworks govern relationships between landlocked states and coastal neighbors.

Foreign policy experts highlighted that United Nations maritime conventions guarantee landlocked countries transit privileges without granting territorial sovereignty claims over coastal regions. Analyst Gordon K'achola cautioned that any attempt by Uganda to establish exclusive military installations or territorial control along the coast could trigger sovereignty disputes with Kenya or Tanzania. The specialist advocated for diplomatic negotiations to secure favorable transit arrangements rather than military posturing, noting that international courts have previously declined to compel coastal states to surrender sovereign territory.
