Kenya upgrades JOOTRH Kisumu hospital to top-tier status

Jaramogi Oginga Odinga Teaching and Referral Hospital received a Level C5 parastatal designation during ceremonies held on September 15, 2025. Dr. Ouma Oluga announced the facility's transition from county to national administration during his address in Kisumu. The Principal Secretary for Medical Services emphasized the immediate implementation of the enhanced status. This initiative aims to attract and retain qualified healthcare professionals while establishing long-term financial stability. Tax-based government support will cease for national referral hospitals within five years.

Hospital leadership must pursue alternative funding through research initiatives and educational programs. Dr. Oluga advocated for establishing modern training facilities that generate revenue in addition to clinical services. The facility should prioritize employee well-being and patient protection under its expanded role. Management faces expectations to develop comprehensive community health programs addressing regional disease prevention. Senior medical staff received directives to guide younger colleagues through mentorship programs.

Administrative changes will conclude with new board appointments before October arrives. The upgraded hospital represents hope for transforming healthcare delivery throughout the region.
