Kindiki orders SHA to cough up Sh10.3 billion

Kenya's Intergovernmental Budget and Economic Council has approved the Budget Review and Outlook Paper for the 2025-26 fiscal year and ordered the National Treasury to present it to Parliament. Deputy President Kithure Kindiki led the 28th session on Monday at his Karen residence, where officials also pushed for faster passage of the County Governments Additional Allocations Bill. The council reported that counties received 66.1 billion shillings as an equitable share for July and August 2025.

Health funding emerged as a priority during the meeting. Officials directed the Ministry of Health and Social Health Authority to pay 10.3 billion shillings in overdue county reimbursements. The council warned that payment delays have strained public medical facilities and threatened the delivery of essential services.

The session produced additional directives for county operations. Members ordered finance officials to establish County Assembly Funds accounts and name assembly clerks as administrators. The council also set an Oct. 30 deadline for governors to review new standards for automating county revenue collection systems.
