Mahama launches seven-point plan for disability rights

Ghana will expand disability support through a national strategy, President John Dramani Mahama announced on Friday. The government plans to offer free university education to citizens with disabilities and enforce stricter building access requirements. Officials will increase funding for local disability programs from 3% to 5% of district budgets.

The administration intends to create health centers in each district that provide assessments and specialized medical care. Authorities will mandate that 5% of positions in government agencies and businesses be filled by workers with disabilities. Companies that meet hiring targets will receive reduced taxes, while ministries must submit annual compliance reports.

New legislation will extend the maximum jail term for buildings that violate accessibility codes from 3 months to 6 months. The government will distribute motorized wheelchairs and establish disability offices in all regional assemblies and ministries. Programs will target women with disabilities through business grants and training initiatives, while rehabilitation facilities will open across the country.
