Matlala's BMW, Merc collection was a state-sponsored joyride

Lieutenant-General Nhlanhla Mkhwanazi presented testimony at the Madlanga Commission regarding allegations against Vusimuzi Matlala and the fraudulent registration of luxury vehicles as government assets. Former Ekurhuleni Metro official Xolani Nciza supported these claims during an eNCA interview, detailing how the scheme operated through the use of fabricated documentation. Matlala's company allegedly created false donation letters to the municipality, enabling luxury cars, including BMW X5, Mercedes-Benz C-Class, BMW 3 Series, and VW Golf GTI models, to receive municipal registration before being transferred to CAT VIP Protection. No actual donation occurred during this process.

Nciza revealed that attempts to prosecute the then Director of Specialised Services, Major-General Julius Mkhwanazi, faced obstruction from senior officials. The Independent Police Investigative Directorate discovered misconduct but encountered interference that prevented accountability measures. Nciza characterized these events as evidence of municipal capture and offered to present supporting documentation to the commission. South Africans have demanded explanations regarding Matlala's influence and his apparent ability to manipulate government systems.
