Minister Condemns Hooded Security Officers as Unacceptable

A high-ranking Ugandan official, Gen. David Muhoozi, blasted security forces for hiding their faces during operations, calling their hooded approach completely unacceptable. Speaking before Parliament's Defense and Internal Affairs Committee, Muhoozi emphasized that law enforcement officers must remain identifiable when carrying out duties.

The controversy sparked after security personnel from the Joint Anti-Terrorist Task Force (JATT) brutally attacked opposition supporters during a recent election nomination. Specifically, they aggressively arrested Elias Nalukoola Luyimbazi, the National Unity Platform candidate for Kawempe North, and violently assaulted his supporters. A journalist named Miracle Ibra suffered severe injuries after attempting to document the incident, including a shattered eye from JATT officers.

Police leadership acknowledged the problematic behavior. Inspector General Abbas Byakagaba admitted the actions were regrettable and promised ongoing improvements. He stressed that disciplinary processes were underway and law enforcement would hold perpetrators accountable without showing favoritism.

Beyond the violent incident, Muhoozi also addressed the National CCTV Systems Project. He reported impressive surveillance performance, claiming cameras operate between 85% and 95% functionality across districts. The system has reportedly managed over 42,000 incidents since 2018, with nearly 6,700 cases receiving thorough investigations through camera footage. Of these cases, 729 resulted in convictions, 1,406 remain under trial, and 168 ended in acquittals.
