Nigeria's petroleum minister has urged pipeline saboteurs to obtain licensed modular refineries rather than operate illegal facilities, proposing government financing for operators willing to purchase crude legally and remit taxes. Heineken Lokpobiri inspected the Ebenco Global Link facility in Koko during his appeal, suggesting the Delta State plant could serve as a template for replicating domestically manufactured processing units across the country.
Ebenco executive Ebenezer Akin said the company holds authorization for 30,000 barrels daily but currently develops 1,000-barrel capacity using partnerships with Chinese entities to produce diesel, kerosene and naphtha. Regulatory official Ngozi Nwankwo from the midstream authority praised the indigenous technology deployment, noting the approach should minimize funding challenges that burden comparable ventures reliant on imported equipment.
