Mnangagwa sits on Harare graft report as fears grow

Three months after receiving the Commission of Inquiry Report on Harare City Council operations, President Emmerson Mnangagwa has not released its contents, raising concerns about the government’s commitment to tackling corruption. The report, prepared by retired Judge Maphios Cheda and submitted in June 2025, followed more than a year of investigations into mismanagement, poor service delivery, and financial misconduct within the council. Critics say the continued silence risks allowing corruption to persist under the Jacob Mafume-led administration, whose family ties link him to the President through Chief Fortune Charumbira. The commission reportedly uncovered serious mismanagement, including inflated salaries, illegal land allocations, and the misuse of council-owned entities such as Harare Quarry, City Parking, and Rufaro Marketing for private gain.
