North West businessman Brown Mogotsi has testified before the Madlanga Commission that alleged crime figure Vusimuzi Matlala visited KwaZulu-Natal police commissioner Lieutenant-General Nhlanhla Mkhwanazi at his Durban residence and delivered cash linked to a R360 million South African Police Service health tender. Mogotsi, identifying himself as a longtime police informant and Crime Intelligence agent, stated that Matlala contacted him from prison following a televised press conference by Mkhwanazi and disclosed details of the meeting at the Umhlanga Ridge home.
The witness further alleged that Matlala complained about demands from other senior officials, including claims that National Police Commissioner General Fannie Masemola sought R25 million and former Police Minister Bheki Cele requested R10 million from tender proceeds. Mogotsi additionally made assertions connecting Mkhwanazi and Zulu King Misuzulu kaZwelithini to CIA recruitment, suggesting interference with investigations affecting royal household matters.
The commission under retired Constitutional Court Justice Mbuyiseli Madlanga entered its second phase, allowing implicated parties to respond to earlier evidence before anticipated cross-examination proceedings.
