Mogotsi characterized his interactions with alleged cartel figure Vusimuzi Matlala as operational tactics for Crime Intelligence, part of the legend-building techniques he employed as a registered informant since 1999 and agent since 2009.
The witness escalated his accusations by alleging Mkhwanazi operates as a CIA recruit who studied in the United States, claiming the commissioner used the disbanded Political Killings Task Team to advance Western interests. Mogotsi extended espionage allegations to Zulu King Misuzulu kaZwelithini while referencing late former Police Minister Nathi Mthethwa, who reportedly removed Mkhwanazi from an acting position due to foreign intelligence concerns before his death.
