MP blasts ministries over wasted funds

A Namibian lawmaker has challenged the finance ministry to prevent budget reallocations that compensate for ministry failures and weak planning. Swapo National Assembly member Austin Samupwa warned on Tuesday that capital project execution rates demand stricter financial oversight and accountability measures.

Development budget execution reached just 28 percent by midyear, with transport completing 37 percent of projects and water and maritime affairs managing only 7 percent. Samupwa urged parliament to require progress reports from line ministries and prioritize capital investments that diversify the economy rather than fund recurring expenses.

The legislator pressed for the immediate hiring of 2,000 teachers and health workers rather than delaying recruitment until next year. Affirmative Repositioning parliamentarian Fredrick Shitana noted revenue collection stood at 40 percent through September, pointing to administrative inefficiencies hampering government income.
