Museveni picks new ISO chief to replace late Oluka

President Yoweri Museveni elevated Major Arthur Mugyenyi to lead the Internal Security Organization, filling a critical leadership vacancy that emerged after Brigadier General Charles Oluka's death on January 29, 2025. The presidential appointment marks a significant promotion for Mugyenyi, who previously served as the organization's director of political affairs and held leadership roles across multiple regional districts.

State House press secretary Haj Farouq Kirunda confirmed Mugyenyi's selection as director alongside Tony Kinyera Apecu's appointment as deputy director. The leadership transition follows two months without permanent replacement after Oluka's sudden passing during a family prayer gathering. Former deputy director Colonel Emma Katabazi will transition to a diplomatic role within the Foreign Affairs ministry.

Mugyenyi's career trajectory reflects a steady progression through organizational ranks. He has led security operations in the Kibaale, Mbarara, and Kisoro districts. His appointment recognizes Oluka's prior efforts to mitigate controversial intelligence practices, including management of problematic reporting and suspicious operational interventions that had previously challenged the organization's credibility.

The presidential appointments signal a strategic approach to leadership succession within Uganda's internal security apparatus. Museveni's selection of Mugyenyi suggests a preference for promoting experienced internal candidates who understand the organization's operational complexities and institutional challenges.
