Museveni tells Kumi voters peace means pipes

Uganda's President Yoweri Museveni praised residents of the Teso region during a campaign event on Tuesday for their cooperation with security forces in establishing stability after years of conflict. Speaking to supporters at Wiggins Secondary School in Kumi Town, Museveni credited local collaboration with the military for ending the insurgency and enabling subsequent development across the area.

The president highlighted infrastructure improvements that followed the return of peace, pointing to expanded electricity access, road construction and water systems. He noted that crews have resurfaced the Tororo-Soroti corridor multiple times and paved routes connecting Soroti through Katakwi to Moroto. Funding has been secured for another highway linking Kumi with Ngora, Serere, Kagwara and Bugondo, with contractors to be selected soon. Rural electrification has reached most subdivisions, though 10 remain without power.

Water access poses challenges in Kumi District, where 47 percent of villages have boreholes compared with 90 percent coverage in neighboring Ngora. Authorities plan to build the Lake Kyoga Multipurpose Gravity Flow Scheme to serve four districts. Museveni said the government aims to place one primary school in each parish and one secondary school per subdivision, while health facilities will be upgraded to close service gaps.
