President Museveni presented the Muliro/Moto Eater firefighting prototype to diplomatic representatives from America, Europe, and Russia at State House. The all-terrain vehicle tackles fires in locations where standard fire engines cannot operate. Museveni developed the concept from his military background and personal experience combating fires using traditional methods. He identified global wildfire challenges affecting countries like America, Greece, Australia, and Canada. The president criticized aerial firefighting approaches as ineffective due to limited water capacity.
Marcé Industries from South Africa collaborated with Specialised Concept to build the prototype based on presidential specifications. Development began after 2023 meetings between Museveni and company representatives. The vehicle features rubber tracks enabling 60-kilometer-per-hour speeds across difficult terrain while climbing hills and crossing obstacles. A locust spray prevention system was added following December 2024 factory inspections by Ugandan delegates.
The National Enterprise Corporation and Transport Ministry officials verified the prototype manufactured at company expense. Engineering commissioners Timothy Tibesigwa, Jacob Lumonya, and Nobert Ogwal attended alongside South African team members Jan Petrus Steyn, Sheila Nayebare, and Dick Muhwezi.
