President Hussein Mwinyi of Zanzibar confirmed that four of the twenty recently established ministries would be reserved for the ACT Wazalendo party. He stated this offer was conditional upon the party formally entering a Government of National Unity with the ruling CCM. The allocation includes the First Vice President role and the ministries of Trade and Industrial Development, Health, and Tourism and Antiquities.
He characterized the assignment of the tourism ministry as a goodwill gesture, acknowledging its central importance to the island's economy. According to constitutional provisions, these positions would stay vacant for up to 90 days if not filled.
In a separate administrative change, President Mwinyi also reduced the number of ministries directly supervised by his office. He noted that only the President's Office for the State House and the President's Office for the Regional Administration and Special Departments would remain under his direct purview. The Finance and Planning ministry and the Labor and Investment ministry would now function as independent entities.
