Prime Minister Robinah Nabbanja acknowledged Uganda faces unequal development rather than stagnant expansion during a review meeting at Speke Resort Munyonyo. Speaking to ministers and development partners, she highlighted persistent gaps between industrial southern areas and struggling northern communities, particularly affecting Karamoja and eastern territories, where residents lack adequate medical care, schools and commercial prospects.
The government dedicated 3.7 percent of its budget resources toward addressing territorial imbalances through its Parish Development Model initiative. By June 2025, authorities transferred 3.3 trillion shillings to more than 10,500 savings cooperatives serving 2.6 million participants, with another 1.059 trillion allocated for ongoing fiscal operations. Officials aim to transition the remaining third of households away from survival farming through strategies outlined in the administration's 2026-2031 platform.
Under the forthcoming National Development Plan IV, Uganda will pursue tenfold expansion through agriculture processing, travel commerce, mining ventures and technology advancement. Nabbanja stressed that industrial ambitions require basic improvements first, from highways linking growers to buyers and functioning health facilities to schools retaining students. She committed to supporting disadvantaged territories and refugee areas while strengthening accountability measures across parishes and districts.
