North Korea's Pak meets Russia in Geneva, snubs China and South

North Korean assembly leader Pak In-chol conducted diplomatic meetings with parliamentary officials from four nations during a global legislative conference held in Geneva last week. Russian Federation Council chairperson Valentina Matvienko emphasized the strong partnership between Moscow and Pyongyang during their bilateral discussion. She highlighted how the Comprehensive Strategic Partnership agreement has strengthened relations between the two countries despite various international pressures. Parliamentary representatives from Mongolia, Vietnam, and Laos also engaged in separate conversations with the North Korean official. These diplomatic exchanges occurred alongside the World Conference of Speakers of Parliament, which convened from Tuesday through Thursday.

Chinese legislative leader Zhao Leji participated in the same international gathering but avoided direct contact with his North Korean counterpart. This absence of engagement suggests continuing tensions between Beijing and Pyongyang over recent geopolitical developments. South Korean National Assembly Speaker Woo Won-shik similarly attended the event without scheduling talks with Pak. The Inter-Parliamentary Union has organized this worldwide parliamentary summit every five years since 2000. North Korea maintains consistent participation in these multilateral diplomatic forums.
