OAS unveils new Haiti plan, urges urgent action for stability

The Organization of American States has released an expanded framework for addressing Haiti's escalating instability, with Secretary General Albert R. Ramdin urging international actors to accelerate their response. On Wednesday, Ramdin presented the third iteration of the initiative before the OAS Permanent Council, emphasizing that delays worsen humanitarian conditions and security breakdowns as criminal organizations operate with minimal resistance.

The revised plan aligns with UN Security Council Resolution 2793, which authorizes a Gang Suppression Force and establishes the United Nations Support Office for Haiti. The OAS will provide logistical assistance, coordinate joint operations with Haitian National Police, and manage operational infrastructure until transition arrangements take effect on April 1, 2026. Ramdin announced a virtual coordination session scheduled for November 12 involving OAS officials, UN representatives, CARICOM leadership, and Haitian authorities.

The framework addresses five areas: restoring order, building political consensus, preparing elections, delivering humanitarian aid, and advancing economic development. Member states have been invited to nominate candidates for a special representative position and contribute resources to security programs.
