Penang restricts Deepavali trade fair permits to local Indian traders only

Penang restricts Indian trade fair operations to local merchants during the months before Deepavali celebrations. Chief Minister Chow Kon Yeow announced this policy protects regional business owners who maintain year-round operations with substantial overhead expenses. The Penang Indian Chamber of Commerce requested these protective measures over five years ago to safeguard member interests during peak festival trading periods. External vendors may conduct similar events between February and May when local competition remains minimal. Deepavali occurs on October 20 this year.

The Seberang Perai City Council recently enforced these regulations against an unauthorized trade fair in Bukit Mertajam. Municipal authorities clarified that cultural celebrations remain welcome while emphasizing permit requirements for outside organizers. Local Indian traders depend on festival season revenues to offset annual costs such as property assessments and employee wages. The policy applies specifically to vendors from other states who seek temporary market access during high-demand periods. Officials maintain these restrictions serve economic rather than discriminatory purposes.
