Petition accuses Tumukunde of military intimidation, bribery in Rukungiri NRM poll

Isaac Atukunda submitted a petition, PT 306/2025, challenging retired Lt Gen Henry Tumukunde's victory in Rukungiri Municipality's NRM primary elections. The formal complaint reached the NRM Elections Disputes Tribunal on July 25, 2025, with support from fellow candidate Elisa Rutahigwa. Electoral misconduct allegations encompass bribery, register tampering, voter intimidation, and unauthorized military involvement. Evidence centers on Tumukunde's radio threats against opponents during a June broadcast on Boona FM 91.8.

Armed escorts accompanied the general to polling stations beyond his registered location at Rwakabengo B. Witnesses claim Tumukunde organized clandestine meetings with village registrars at Platinum Hotel to compromise electoral officials. Ruth Asiimwe attended but refused participation and alerted police, who documented the gathering. Legal experts view this case as testing the tribunal's credibility regarding civil-military boundaries in elections. President Museveni established the tribunal to address widespread fraud allegations from the July 17 primaries across multiple districts.
