He said ruling party events get cleared beforehand and run under cop supervision, which is apparently the difference between getting permission versus getting shot at. This whole mess kicked off after people spotted a police truck hauling NRM fans to a Museveni rally in Mbarara, and it came right after violent clashes between security forces and National Unity Platform supporters left one guy dead in Iganga.
