Quebec tunes out quotas, listeners demand freedom to stream

Quebec wants streaming platforms to meet French-language music quotas, but a poll shows most people there hate the idea. The survey found that 66% of residents oppose government interference in what music shows up on their streams, and that number jumps to 75% among younger listeners. Bill 109 would force platforms to feature a set amount of French content, but streaming companies argue this would actually hurt Quebec artists by making users less engaged and reducing revenue.

The streaming industry says the plan is technically messy because music metadata doesn't track language or nationality at scale. They're already fighting a separate federal law that forces them to hand over 5% of Canadian revenue to support local content, and courts have paused that enforcement. The poll also found that 61% of Quebec listeners already think French music is easy to find, and opposition to the quota plan spikes higher if it means price increases or platforms leaving the market entirely.
