Rundu swearing-in stalls as court fixes seat mix-up

Rundu Town Council swearing-in ceremonies got put on ice until the Electoral Court wraps up the Electoral Commission's self-review application, and spokesperson Benjamin Makayi confirmed the delay while other local authorities move forward with their oaths. Chief electoral officer Peter Shaama admitted the returning officer screwed up seat allocation by giving one spot to the Independent Patriots for Change instead of the Rundu Urban Community Association, which actually earned it based on vote counts.

The commission met with affected parties to explain how the mistake happened, and the self-review wants to void the bad declaration plus replace it with corrected results that hand the seat to Ruca. Incoming councillor Paulus Mbangu expects the court process to fix everything since the returning officer's announcement triggered formal procedures that require judicial review instead of simple commission reversal.
