Additional panel members comprise Imowo Okpokpo from the Judicial Service Commission, University of Uyo law lecturer Emmanuel Akpan, and former executive secretary Christopher Emmanuel. The state has operated without specialized judicial regulations since its establishment, relying instead on general civil service guidelines. This arrangement proves inadequate because judicial offices require distinct operational frameworks that civil service rules cannot address properly.
States like Nasarawa, Anambra, Osun, and Lagos have created their judicial regulations while others review existing frameworks. A July 2025 conference directed all state judicial commissions to establish governing regulations using federal commission models as templates.
