Trump Lets Gang Boss Hoover Walk in Clemency Spree

President Donald Trump reduced the federal prison time for Larry Hoover on Wednesday. Hoover started the Gangster Disciples gang and received six life sentences during the 1990s. Courts convicted him for conspiracy, drug dealing, and other serious crimes. The gang leader still must serve 200 years under Illinois state law for murder charges. Presidents cannot change state prison sentences.

Trump gave pardons to 25 people during his Wednesday announcement. Former New York congressman Michael Grimm received a full pardon after serving seven months for tax fraud. The president has pardoned more than 40 people during his second term. He also gave clemency to almost 1,600 people connected to the January 6 Capitol riot. During his first presidency, Trump granted 237 pardons and commutations.

Hoover built his Chicago gang into a national criminal organization during the 1970s. He got convicted for ordering the killing of a rival drug dealer back in 1973. Authorities believe he kept running his gang from behind bars. Hoover claims he changed his ways and wants nothing to do with gang life anymore. Prosecutors argue he still controls the group and promotes gang members from prison.
