TSC rolls out digital teacher transfers to fix unfair system

The Teachers Service Commission introduced an automated system for managing transfers among Kenya's 32,000 public schools. The digital platform replaces manual procedures that faced criticism for lacking transparency. Officials designed the framework to ensure fairness while addressing legitimate health concerns and maintaining educational continuity.

Director of Staffing Antoina Lentojoni emphasized local oversight during Senate Education Committee testimony. School administrators and sub-county directors will authenticate transfer requests, particularly medical applications. Medical transfers require verification from certified doctors and approval by local officials. Acting CEO Eveleen Mitei stated these measures prevent fraudulent medical records previously used to avoid hardship postings.

The commission developed an e-transfer module featuring automated matching and real-time notifications. Teachers must complete five years of service before requesting transfers, with limited exceptions after three years. Applications receive responses within 90 days or extended searches lasting 180 additional days. The technology-driven approach reduces opportunities for manipulation while strengthening accountability across the education system.
