Uganda rolls out digital traffic fine system

Uganda plans to fight deadly road crashes with a new digital system starting April 23. The Ministry of Works created the Automated Express Penalty System to catch speeding drivers through cameras. The system will automatically issue fines when it spots violations on Ugandan roads.

Road deaths jumped to 5,144 last year, up from 2,845 a decade ago. Most victims were everyday people - pedestrians, passengers, cyclists, or motorcycle riders. Police blame careless overtaking and speeding for nearly half of all accidents that seriously hurt over 17,000 people in 2024.

Cameras will snap photos of law-breaking vehicles, recording their license plates, location, and time of offense. Officials will review the evidence before sending fine notices through text messages or email. Drivers can pay using mobile money, banks, or online platforms linked to government systems.

Those who ignore penalties might see their cars impounded or face court action. The ministry has started talking with transport groups, including motorcycle taxi operators, to build awareness. The government hopes these changes will create safer roads through better accountability for all drivers.
