Tshisekedi draws a red line, no deal without retreat

Congo's president just dropped a condition on the peace deal getting signed with Rwanda, saying his country won't go through with it unless Rwandan troops pull out completely. Tshisekedi made the statement right before the US-backed agreement was supposed to get finalized in Washington, and he called the withdrawal requirement non-negotiable.

Fighting between Congolese forces and M23 rebels ramped up across South Kivu, with clashes happening around multiple towns. The rebels tried pushing toward Uvira, a lakeside city that would be a major win for them, but Congolese troops and local militia groups managed to push them back. Kinshasa and UN experts say Rwanda backs M23, though Rwanda denies it.

The whole situation makes the peace framework look shaky, and diplomats are trying to get both sides to stop fighting and open up humanitarian access for displaced families.
