Uganda’s constitution, called flawed at birth, experts fault missed consensus

Scholars who literally worked on Uganda's constitution are calling the whole thing cursed from day one because the process was basically rigged. Mwambutsya Ndebesa coordinated researchers for the Constituent Assembly and told everyone at Makerere that the thing got amended 119 times in just 10 years, compared to America managing only 27 tweaks across two centuries. Multiparty supporters got frozen out while Movement people ran wild, and delegates were already eyeballing the next election instead of doing serious work.

Political parties got banned from participating, but Museveni still declared victory over multiparty fans when it wrapped up. The draft never went back to the citizens for final approval, even though consultations started with the public. Professor Byaruhanga Rukooko said NRM commissars dominated everything and prescreened ideas from lower levels while giving Movement candidates media coverage and cash.

Justice minister Norbert Mao admitted that interested parties passed sketchy provisions in bad faith and said removing presidential term limits should have needed a referendum. He described the situation as Pax Musevenica, where military power keeps everything stable, and mentioned that the Democratic Party already submitted reform proposals, wanting a ceremonial president plus an executive prime minister.
